I am directed to acknowledge the receipt of your

letter of the 7th. October regarding the building and repairing

of vessels for neutral owners.

2.

This Government is prepared, subject to the approval

of the Secretary of State for the Colonies to permit the

contracts referred to to be completed.

8.

As at present advised this Government proposes to

take power to control the building and repairing of vessels

for neutrals and to deal with each application for a licence

on its merits.

This Government is generally in sympathy with the

view that such work should not be interefered with unless

such interference will secure a direct benefit to Imperial

intereste: and the matter will be referred to the secretary

of state secordingly,
